The term Franks has changed meaning over time. In the 3rd century, the Romans used the term to describe the tribes living near the Lower and Middle Rhine. These tribes were first grouped together as the Franks, when the Romans started losing control of the Region and they worked together to raid roman territory.
But later the tern was associated with Romanized Germanic tribes within the Roman Empire.
During the middle ages, the term Frank was used as a synonym for all Western Europeans, since the Carolingian Franks ruled most of Western Europe.
